From 1981 until 1999 when the U. S. District Court approved a settlement, Dr. Uchitelle directed under court supervision the St. Louis Metropolitan Interdistrict Transfer Program. At the height of the program more than 14,000 city students were voluntarily transferring to 16 of the 23 suburban school districts and 1600 students were transferring to city magnet schools. Due to a very unique settlement that program is still in existence today. Susan worked closely with all suburban school districts and the school district of St. Louis City during those years and will be discussing the settlement and what we have learned.
